RG17 Vol 430 File 46916, at the National Archives of Canada, which has the title "SECRETARY OF STATE, OTTAWA. IMPERIAL CORRESPONDENCE FOR INFORMATION ON EDITH RUSSELL, BROUGHT BY MISS RYE IN 1877" contains a letter from Mrs A. Davis to the Earl of Derby, with covering correspondence passing the enquiry on to authorities in Canada.

Here is my summary

Mrs Davis writes on 2 January 1885 from: 14 Candshar Road, Falcon Road, Battersea. She enquires about "her youngest sister" requesting they "save my sister from what appears her probable ruin." In the letter she writes: On the 16th of September of 1876 Mr. Fussell (sic) then residing at No 44 Meyrick (sic) Road, Battersea, in the County of Surrey, signed a paper committing to the care of Miss Rye, of Avenue House, Rye Lane, Peckham, two girls named Emily and Edith Fussell (sic), aged 8 and 7 respectively. On the 24th day of May 1877 the said Miss Rye took the said two children to Canada. Emily was handed over to the care of Mrs Evans of 278 Bank Street, Ottawa, and Edith to the care of a Mrs Stewart of Renfrew Place, Ontario.
Mrs Davis comments that in reply to letters to Mrs Stewart she had never received a letter from her sister and responses from Mrs Stewart "of a character that would lead me to suppose she was well cared for"
(paraphrase). On 11 Nov 1884 Mrs Davis received a letter from Mrs Stewart to the effect that "Edith had left her and was living with a Mr Miller who had taken her." Mr Miller's address was given as the same as Mrs
Stewart.

There was no reply to subsequent letters.

>From the notes on the cover page to the file, the matter was referred to Mr. Willis (the Ottawa emigration agent) to investigate on 9 February 1885, and that there was a reply drafted with Mr Willis' report on 3 March.The reply is not in the file.
